Thousands of asylum seekers at risk of going hungry for 10 days or more

Here is an update on the Home Office Aspen Card Scandal which has forced thousands of asylum seeking families and individuals across the U.K. into a state of destitution because of a botched transfer of asylum debit card contracts, and which has affected this charity's operations significantly.

Since Monday, our Homelessness Team in Glasgow has received more than 250 calls, visits and messages from asylum seekers in Glasgow, and more than 100 from those in other parts of the U.K., asking for help with money for food because of the Aspen Card Switch.

Asylum seeking families have been without money to buy food or essential purchases since Friday 21 May 2021 because of a switchover of asylum seekers' debit cards from Sodexo to a company called PrePayment Financial Services.

Prior to the change, families were told to "stock up" on food because their old cards would be switched off, from Friday 21 May until Monday 24 May.When you are already living in a state of forced destitution, on as little as £5.39 a day, forbidden to work or save money – then it is simply not possible to stockpile food. It has now been almost a week and the emergency appears to be just growing. 

Complaints have flooded in since Monday when the Home Office ended its Aspen Card contract with Sodexo and switched to a new contract with Prepaid Financial Services. (The Aspen Card is a type of debit card given to asylum seekers).

The ones affected

Those affected include elderly people, families with babies and young children, single men and women, amongst them people with mental health trauma, as well as physical health problems. Language differences and problems with access to digital technology are compounding the difficulties for people.

Complaints include people's cards being activated but when they go to shops to buy food, the card is declined with a message saying to contact their bank. People have gone to ATMs and found there is a limit on cash withdrawals or that there is nothing on the card. Balances of a few pounds from the previous week have been wiped and there are worries about when their card will be sent. 

The Home Office claims that the switchover  is simply "teething problems".  We refute this. Based on what we are witnessing since Monday 24 May this is a full scale emergency, not "teething problems"  The Home Office also claims that a system of emergency payments is in place. But it is the system of emergency payments which has crashed in on an already impoverished community. The additional cash payments can only be accessed by calling Migrant Help (Home Office Contracted HelpLine) but the phone lines there are ringing out and people are telling our Homelessness Team that they are waiting hours to be spoken to and lines cut dead. The people who suffer are the ones living under the shadow of the Home Office and it's contractors.

The reverberations of this crisis will be felt for months to come. This is a vulnerable community already impoverished by asylum rules forbidding paid work or to save money. (Asylum seekers in accommodation are meant to receive just over £5 a day. Hotel based asylum seekers are meant to get £8 a week). This state of impoverishment can go on for months or years.

What are we doing?

1) Positive Action in Housing is running an emergency  service throughout the Bank Holiday period to ensure families in Glasgow have access to food and essentials.

2) We are writing to the Home Office on behalf of individual clients to make urgent requests for working Aspen Cards with money on them.

3) We have begun an emergency distribution of £11,000 of emergency grants to 145 households in Glasgow, identified as vulnerable (eg children and babies, elderly, people needing to travel for essential appointments). 

4) We are distributing £4,000 worth of emergency food vouchers. 

5) We have mobilised our 200 strong volunteer network in Glasgow to assist with donations of emergency  food packs and signposted people to food banks across the U.K.

Call to Action

Write to your MP in your own words (using any of the text above) and also to the Home Secretary, and express your concerns. 

We would like to know what piloting or testing of the New Aspen Card the Home Office undertook before inflicting further hardship on thousands of adults and children already living in a state of near destitution as well as blatant hostility for their presence in the U.K..

Positive Action in Housing is receiving a high volume of reports of impoverishment from asylum seekers in Glasgow, elsewhere across the U.K. 

Complaints have flooded in since Monday when the Home Office ended its Aspen Card contract with Sodexo and switched to a new contract with Prepaid Financial Services. (The Aspen Card is a type of debit card given to asylum seekers).

51 families complained they have no money for food because of the switch, with more complaints coming in.

This is a vulnerable community already impoverished by asylum rules forbidding them to do paid work or to save money. This state of impoverishment can go on for months or years. 

Asylum seekers in accommodation are meant to receive just over £5 a day. Hotel based asylum seekers are meant to get £8 a week. ​ 

The problems being reported are numerous:
"I have an activating issue with the Aspen card"
"I haven't got my new aspen card and my old aspen card does not work any more so I do not have money to buy food please help"
"I am not receiving my new Aspen card for now and have no money for food"
"I have not receive my ASPEN card yet. I have been calling migrant help for past three days they keep asking me to wait"
"Please I'm not able to get any money from the new card, it's not even showing account balance and I haven't got any money"

To address the crisis, Positive Action in Housing has begun distributing emergency crisis grants, food vouchers, supplies from our Food Cupboard. Our volunteers are also providing additional support.

This latest emergency is on top of the existing destitution crisis affecting hotel asylum seekers in Glasgow, and across the U.K. 

The Home Office (HO) I has left many hotel-based asylum seekers penniless for months, despite a  High Court ruling in Oct 2020 that the Home Office must give £8 a week plus backdated money.

Last month, 75 people in Glasgow hotels reported that they were not receiving the £8 a week hotel subsistence. Our Homelessness Team took up each case with Migrant Help who then were supposed to take it to the Home Office. But many continue to go ignored. In a significant number of cases, the Home Office has not given asylum seekers the backdated subsistence for months, or more than a year.  

Our Homelessness Team has contacted MigrantHelp in each individual case, only to be told that the Home Office will "assess eligibility" for backdated payments once people have been moved from hotels to accommodation.

The problem is that, because of the pandemic, asylum seekers are not being moved out of hotels. In fact the numbers in hotels have increased to around 12,500. At the start of Lockdown there were around 2,500 people in hotels.Please do write to your MP to highlight concerns about the way human beings are being treated.

More impoverishment for Glasgow Asylum Seekers as Aspen card switch leaves families Without Food or Money

Dear Friend,

This is just to let you know that we are receiving a high number of reports of impoverishment from asylum seekers in Glasgow since yesterday. 

The Home Office recently ended its Aspen Card contract with Sodexo and began a new contract with Prepaid Financial Services.

Asylum seekers in accommodation are meant to receive just over £5 a day. Hotel based asylum seekers are meant to get £8 a week. But many are now being left penniless. 

We advised hundreds of asylum seeking clients to be ready for the change. Caseworkers were concerned there might be problems. Unfortunately, that is exactly what has happened, with little regard for such a vulnerable community that is reduced to depending on the state for accommodation and money because they are forbidden to work and pay taxes. The problems being reported are numerous, below are just some of the messages we received:

"I have an activating issue with the Aspen card"
"I don't receive my new Aspen card"
"I haven't got my new aspen card and my old aspen card does not work any more so I do not have money to buy food please help"
"I am not receiving my new Aspen card for now and have no money for food"
"I didn't have new card and have no money"
"Im still not receiving my orange card and my green card has stopped"
"I have not receive my ASPEN card yet. I have been calling migrant help for past three days they keep asking me to wait"
"Please I'm not able to get any money from the new card, it's not even showing account balance and I haven't got any money"
"For those who have a 2000 birthday year . How can they activate their date of birth?"

This latest emergency is on top of the existing money crisis taking place for hotel asylum seekers across Glasgow, and across the U.K. 

The Home Office (HO) is leaving many hotel based asylum seekers without any money at all for months despite a  High Court ruling in Oct 2020 that the Home Office must give £8 a week plus backdated money.

Last month, 75 people in hotels reported to us that they were not receiving £8 a week hotel subsistence. Our Homelessness Team took up each case with Migrant Help who then were supposed to take it to the Home Office. A few people got £8 a week . But many continue to go ignored.

The Home Office has still not given asylum seekers the backdated money they are owed going back many months , in some cases over a year since March 2020. the Home Office has advised MigrantHelp that it will "assess eligibility" once people have been moved to flats. Please do write to your MP to highlight our concerns about the way people are being treated.

Because of the pandemic, asylum seekers are not being moved out of hotels, in fact the numbers have built up. Across the U.K. there are around 12,500 people in hotels, whereas at the start of Lockdown there were around 2,500. 

We have alerted our Volunteers for additional support. We have also begun distributing emergency food vouchers, food supplies from our Emergency Food Cupboard, and emergency crisis grants.

The Mental Health Foundation is recruiting for a Programme Development Officer (Refugees and Asylum Seekers) to support our Programmes (Adults) Team in Scotland.
 
Starting salary £30,000 rising to £33,857, Permanent, 28 or 35 hours per week

This is a significant role in supporting the Foundation to achieve the aim of reducing inequalities experienced by refugees and asylum seekers who are at high risk of developing mental health problems or have lived experience of mental health. 
 
The postholder will work with the refugee and asylum seeker communities using the principles of empowerment and co-production to increase access to services and ensure their voices shape Scottish policies, strategies and services. The postholder will also work with key organisations across Scotland so that they can better engage with, involve and work with refugee and asylum seekers.
 
What does the role involve? 
  • Support our existing work and lead on implementing new projects when required.
  • Developing and facilitating training to local authorities.
  • Ensuring the voices of refugees and asylum seekers are heard and inform local and national policies.
  • Advancing community development initiatives in local areas to enhance the mental health and wellbeing of refugees and asylum seekers.
What skills, knowledge and experience are we looking for
  • Evidenced working knowledge of the policy process from national to local level for asylum seekers and refugees.
  • Evidenced successful oral communication skills, including presentations.
  • Personal lived experience of being an asylum seeker or refugee, and of using this to inform professional practice (or considerable experience and credibility in this field).
  • Demonstrable experience of designing and delivering training.

VOX is Scotland's members led charity for people with lived experience of mental distress.  VOX represent members' views to Scotland's politicians and health professionals to make sure Scotland's laws and mental health services reflect its members needs and interests. 
This exciting Development Officer role will build opportunities for those who have, or have had lived experience of mental distress to be able to influence the development of mental health services and society more generally. 
 
This will involve arranging inclusive, innovative events, activities and other methods to engage with members to ensure their views are effectively captured, and to work directly with those who wish to take on representative roles. The Development Officer will be expected to support the development of policy responses in order to ensure members views are heard by policy makers, and to ensure we represent these views at relevant meetings and events. The role shall also involve linking our group members together, building capacity and ensuring we hear from a diverse range of groups and organisations.  The main duties are:
 
  • To represent VOX members' views at a range of meetings.
  • To assist in pulling together briefings/overviews of current policy papers in ways which are relatable and meaningful to members.
  • To plan, prepare and facilitate VOX members' meetings and discussion groups.
 
We are looking for an individual who has a wide-ranging understanding of human rights, social justice issues and the inequalities encountered by those who have experienced mental health problems/distress.  Also an individual with exceptional skills and breadth of experience of working alongside people with lived experience of mental distress.  The role will require the ability to engage effectively with the Scottish Policy, Service and Practice environments.

The post will be responsible for providing support to financial processes across our busy organisation. This will include supporting day-to-day financial processes, maintaining records and providing timely reports to management team. You will also work closely with the Business and Finance Manager on the development and management of the organisational budget.  
 
We are looking for candidates with a sound understanding of the financial operations needed in small business. In addition to the necessary technical and financial skills, the role requires a strong attention to detail, the ability to manage a complex workload and an enthusiasm for working as part of a team as well as autonomously.

Charity Bookkeeper
